CABRI, in collaboration with the Overseas Development Institute’s Budget Strengthening Initiative, facilitated a second PFM workshop in Liberia based on Professor Matt Andrews’ work on the limits of institutional reform in development using the problem-driven iterative adaptation (PDIA) approach. This workshop continued the work completed during previous training workshops, including one with Matt Andrews, Neil Cole, and Philipp Krause held in May 2014, to support implementation of the government of Liberia’s revised PFM Strategy and Action Plan (2014-2016) and, given the interruptions to PFM reform as a result of the Ebola outbreak, provide an important opportunity to take stock of progress made on PFM reforms in Liberia and a platform from which to relaunch any halted reform efforts.
