Executive - Public Finance

The Collaborative Africa Budget Reform Initiative (CABRI) continues to strive to achieve its Vision that across Africa, public financial resources are managed with integrity, transparency and accountability for efficient and effective service delivery, sustainable economic growth, and development.

CABRI is recruiting an Executive – Public Finance (a position equivalent to a Head of Programmes). 

DUTIES AND RESPONSIBILITIES:

  • Represent CABRI and its Executive Secretary at regional and international forums.
  • Planning and execution of international conferences, annual meetings, country training programmes, etc.
  • Support the Executive Secretary on organisational strategy and programmatic planning processes and lead on the development and execution of the Strategic Plan.
  • Effective communication to various audiences (i.e. Finance Ministries, the World Bank, etc.) and the implementation of programmes and projects in line with Public Financial Management (PFM) trends and member/non- member country needs, with a firm focus on PFM praxis.
  • Understand the relationships and power structures of PFM institutions and channel these to advance the work of CABRI.
  • Provide thought-leadership in the development of innovative PFM reform programmes and change management.
  • Organise, implement, and monitor PFM technical advisory and coaching processes for member and non-member countries.
  • As Head, provide strategic guidance to the Public Finance (PF) Division technical team on projects and programmes in planning, budgeting, implementing and supervising activities for quality assurance of deliverables.
  • Liaise with the Operations Division and the Office of the Executive Secretary on the needs of the PF Division.
  • Advise and assist the Executive Secretary and Executive: Operations with the recruitment of PF technical staff or secondments to the PF Division.
  • Propose and monitor staff development actions and performance. Provide staff with coaching, training, and opportunities for growth to improve their skills.
  • Provide periodic reports as a member of the Executive Committee, and by virtue thereof, to the CABRI Management Committee (the Board) and General Assembly, including regarding all developments, challenges and accomplishments within the PF Division’s scope of responsibility, and for the organisation.
  • Lead and authorise research and investigation undertaken for producing PFM technical evidence-based work and publications.
  • Lead in resource mobilisation for funding of CABRI’s work, in co-responsibility and under the direction of the Executive Secretary. Advise on the overall sustainability of CABRI, its programmes and funding.
  • Conduct organisational work within the Secretariat and with all stakeholders in a manner that promotes the exchange of ideas and information, fosters technical innovation and inclusion, and plan and monitor activities and feedback on targeted outcomes.

REQUIREMENTS:

Applicants must have:

  • Full appreciation of different real-world/ country contexts in terms of PFM praxis as well as a deep understanding of the PFM landscape, and schools of thought and other approaches.
  • Master’s degree in Economics/ Public Administration/ Public Financial Management.
  • At least five (5) years of experience in similar international organisations or in the senior public sector, in overseeing/ managing institutional programmes/ projects to achieve outcomes that brought about change/ reform in PFM praxis.
  • A minimum of five (5) years of experience in a management role, operating at the equivalent level of a Senior Budget Official or Senior PFM Manager in terms of responsibility.
  • Strong soft skills - applicants must be persuasive leaders and catalytic thinkers, with a high social quotient and creative quotient.
  • Proven expertise in public financial management.
  • Proven capability in evidence-based report writing and in data analysis.
  • English language competency is a pre-requisite. French in addition, is an advantage. Portuguese would be a consideration.
  • Preference will be given to candidates from CABRI member countries: Benin, Burkina Faso, Central African Republic, Côte d'Ivoire, Ghana, Guinea-Conakry, Kenya, Lesotho, Liberia, Mali, Malawi, Mauritius, Nigeria, Rwanda, Senegal, South African and The Gambia.
