Last year, a multidisciplinary team from Guinea (the Syli team) comprising officials within the Ministry of Budget and the Ministry of the Economy, Finance and Planning (MoEFP) – represented by the Directorates of Treasury and Debt and Public Development Aid – formulated a problem on the accumulation of Guinea’s internal arrears within the context of CABRI’s 2023-2024 Building Public Finance Capabilities (BPFC) in Africa programme.
This paper details the experience of the team, providing documented evidence of the progress over time and how the team built its own capabilities.
