Budget credibility is an important cornerstone of good financial governance, which is essentially defined as the ability of government to uphold its commitments and consistently meet its revenue and expenditure targets.
This report presents an assessment of the organisational and personnel capabilities for budget credibility in Ghana across these various functions. The overall aim is to, among others, provide insights into the strengths and weaknesses of the system, with particular focus on the ministries, departments
and agencies (MDAs), in order to provide a basis for country relevant reforms to build capabilities.
