Last year, CABRI was invited to contribute towards a literature review by Twende Mbele as part of a series of scoping activities expected to lead to the development of a multi-faceted program of work that supports the improved linkage of the planning, budgeting and Monitoring and Evaluation (M&E) systems in the six Twende Mbele countries (Benin, South Africa, Niger, Kenya, Uganda and Ghana); improve capacity of government officials to understand, use and present evidence; and improve leadership for evidence use across various levels of government.
The literature review was prepared as a background task and provides an overview of current tools in the Global South, their benefits and risks, and potential critical implementation factors.
