The 7th Annual CABRI Seminar was co-hosted by the Rwandan Ministry of Finance and Economic Planning, and took place at the Serena Hotel in Kigali, Rwanda from 17-18 August 2011.
The 2011 Annual Seminar was designed to explore the common implementation challenges in budget reform in Africa, and share ways to make budgets work. Specifically, the seminar covered the following topics:
1. The organisational structure and capacity of central finance agencies.
2. PFM legal frameworks – enforcement and incentives.
3. Fiscal decentralisation and inter-governmental relations.
CABRI co-hosted an additional event on 19 August 2011 in Kigali, Rwanda, with African Risk Capacity (ARC). ARC is a project of the African Union that is intended to create an African-owned, AU-led, standalone financial entity that would provide participating AU member states with immediate resources in the event of a natural disaster.
