Aid transparency is adequate, when it supports aid effectiveness, sound budgeting and accountable public financial governance systems at the country level.

CABRI’s African Position on Aid Transparency calls for donors to make their aid information:
● Comprehensive
● Reliable
● Timely
● Useful
● In accessible formats

In addition, aid management systems should be supporting country legislative processes and domestic accountability.
Not only donors, but also aid recipients to step up to the plate to achieve aid effectiveness and sustainable development. Recipient countries need to have:
● Clear aid information rules
● Publicly available aid information
● Effective budget and aid management systems

In addition, effective country aid information systems are required to collect, collate and use aid information in country budgeting and accountability processes.

The 2013 Aid Transparency Index was launched today and shows that there is a steady improvement among the 67 organisations having committed to the International Aid Transparency Initiative (IATI). Is aid transparent enough? We still have a way to go.
