A Pragmatic Programme-Based Budgeting Manual for the Government of Algeria

Following 6 training modules on Programme-Based Budgeting (PBB) delivered by CABRI to support the National Economic, Social, Environmental Council (CNESE) and the National Body for the Promotion and Protection of Childhood (ONPPE) of Algeria, CABRI developed a PBB Manual to assist relevant Ministries translate the National Plan for Action (NPA) into programme budgets, providing detailed guidelines, good practices, and methodologies that can be adapted to the unique context of Algeria. The Manual draws on CABRI’s 20 years’ experience in research and lessons from the implementation of PBB reforms across Africa.

In an era marked by rapid global change, the urgent need for addressing social priorities—especially those concerning children—has never been more critical. As Algeria strives for greater transparency, accountability, and efficiency in governance, effective public financial management (PFM) is at the forefront of the country’s efforts. For the government, the adoption of Programme- Based Budgeting (PBB) stands as a crucial step in enhancing PFM and ensuring that public resources are allocated in ways that benefit the nation’s most vulnerable population: its children.

PBB represents an innovative approach that shifts the focus from traditional line-item budgeting to a more results-oriented methodology. By directing funds towards specific programmes aimed at improving the welfare of children — such as education, healthcare, and social protection—PBB helps to illuminate how Algeria’s financial decisions impact their future.

As Algeria grapples with pressing national challenges—including economic diversification and social equity—the relevance of PBB becomes ever clearer.
